The Response Committee has identified Tuskys Supermarkets as one of the suppliers of these “Co-op Kits”. We will leverage on their cost-benefit and wide branch network to help in the distribution of the “Co-op Kits” vouchers to the beneficiaries. The CCRC’s support to needy communities is done in collaboration with the National Emergency Response Committee (NERC).
Today, the 17th of June, 2020, 1,000 families from Kamukunji sub-county received the survival kits donated by the Co-operative Corona virus Response Committee led by the Chairman Eng. Francis Kamande, HSC, Mr. Steve Otieno (CAK), Kenya Police SACCO CEO Mr. Solomon Atsiaya, Ms. Mercy Njeru of KUSCCO, and which were received by the Kamukunji Deputy County Commissioner, Mr. Moses K. Lilan, OGW and distributed to the identified beneficiaries. Additionally, Kenya Police SACCO donated face masks that will help in ensuring that the people of Kamukunji adhere to the MoH guidelines of wearing a facemask every time while in public.
This gesture was in line with the 7th Universal Co-operative Principle, “Concern for Community”

The Cooperative Movement in Kenya is over 14 million members’ strong. As a sector we embrace the “Whole-of-society-response” approach in mitigating against the effects of the Covid-19 pandemic.

The COVID-19 represents a threat to everybody in the county that goes beyond clinical challenges and has social and economic impacts that have brought loss of livelihoods. We are privy to the fact that most of the Kenyans are unable to put food on their table owing to this unprecedented pandemic.We intend to amass the potential of all co-operators in Kenya and we are looking forward to run this initiative for the next 6 months.
Today, the 9th of June, 2020, we are launching the initiative with vouchers going to 5,000 vulnerable households identified from co-operative societies whose members have lost their incomes within Nairobi.
The effects of Covid-19 will continue to reverberate long after the virus is defeated. We therefore look at how best to retool and repurpose the cooperatives sector to ensure continuous sustainability. We appeal to all co-operators and the general public to continue adhering to the MoH guidelines. Kindly but continuously update the members through bulk SMS to forestall any panic withdrawals, particularly for those in SACCOs.
It is clear to all of us that we shall not be able to celebrate the annual Ushika Day in our traditional way on the 4th of July this year. After due consultations with the Ushirika Council chairman, Mr. Magomere and the State Department of Cooperatives, it was resolved that, we appeal cooperative leadership across the country, to make donations of the Ushirika budgetary allocations in support of the vulnerable co-operators through the CCRC.
On 6th of April 2020, the Commissioner for Co-operative Development released a circular which drew our attention to the 7thUniversal Co-operative Principle, “Concern for Community” and appealed the cooperatives to compliment the government efforts in supporting the vulnerable communities as a result the Covid-19 pandemic.
I take this opportunity to most sincerely thank the individual cooperators, staff working in the cooperatives and the cooperative societies that have already responded to this noble call to support this initiative. Fellow cooperators, it is time to embrace one another and draw from each other’s strengths, united with one heart and one mind for the common good of humanity. I therefore call upon every cooperative member, staff working in cooperative societies, cooperative leaders and the cooperative societies to generously contribute to this initiative.
Let us demonstrate our might of numbers by contributing whatever amount once or as many times possible to support the needy through this period.

From initial daily savings of Ksh50 each, boda-boda operators in Nanyuki town, Laikipia County, have become proud house owners in a gated community in Nanyuki, now called the City Between Mountains. The motorcycle taxi operators came together in 2011 and formed a chama, from which members could borrow money to buy spare parts or bail themselves out in case they were arrested by traffic police.
Gradually, the scope of the chama widened and the Nanyuki Boda Boda Sacco (Nabosa) was registered with the aim of helping members buy new motorcycles. In 2015, the idea of a housing project was mooted and a housing co-operative – Nabosa Housing Co-operative Society Ltd – was registered. The housing co-operative formation was inspired by success stories of a similar NACHU project for motorcycle taxi operators in Kitengela area of Kajiado County. In 2018, 60 members were able to get affordable houses. “I had never imagined owning a parcel of land; leave alone a house, before the age of 30. It seems too good to be true,” says 28-year-old James Mwangi, who operates near the Nanyuki Central Park.
The second phase of the project, which will begin soon, will see the completion of another 60 units that will benefit other members. Located in Ichuga village 7km from Nanyuki town and two kilometres from the Nanyuki-Nyeri Highway, the houses are in a gated community on a six-acre piece of land.
The success of the housing co-operative saw it recently contracted by the Laikipia County Government to mobilise youth into co-operatives and mentor them into entrepreneurial thinking.
On its part, the housing co-operative was able to lobby the County Government to improve internal roads and water supply.

Fellow co-operators, The theme for this year’s International Co-operatives Day is ‘Co-ops 4 Decent Work’. Unlike in the past, this year we celebrated the Ushirika Day on July 6 in all the 46 counties but Nairobi. This unprecedented opportunity was to allow co- operative leaders based in Nairobi to join other co-operators across the country in the spirit of our 6th principle of ‘Co-operatives for co-operatives’, and allow us to come together and celebrate our aggregated impact at the national level. The celebrations will be preceded by a procession from the Kenya Planters Co-operative Union (KPCU) starting at 8.30am to the venue of this year’s celebrations at the Kenyatta International Conference Center (KICC).
Housing is a critical integral component in the Big Four Agenda. I am happy to note that the co-operative movement in Kenya has over time played a very important role in the delivery of the housing stock across the country. I want to acknowledge the great role that the National Co-operative Housing Union (NACHU) plays in housing delivery, especially in urban environments.
The Union is the key leader in the provision of housing for low and middle income earners in Kenya. This fact has been acknowledged by the UN- HABITAT. Examples of housing for low-income households include but are not limited to Boda-boda housing estates in Kitengela and in Nanyuki town. The membership of NACHU is drawn from all social stratifications. I therefore take this opportunity to congratulate the Chairman and the Board of NACHU in steering this co-operative sub- sector with diligence and as the leading Housing Co-operative Federation in Africa in housing delivery for low and middle- income households. The unveiling of the NACHU Plaza July 20, 2019 marks a major milestone in the success of the co-operative business model in Kenya.

I am delighted for the inauguration of our brand new building in Nairobi’s Upper Hill business hub. This is a momentous accomplishment that will open the door for continuing and expanding the NACHU mandate in the provision of affordable housing.
As we inaugurate this modern building, we owe it to our affiliated housing cooperatives who have confirmed their trust in us even in difficult market conditions, and have continued to patronize our products. I wish also to recognize the extraordinary diversity of men and women who came together to produce this remarkable project. We had planners and financiers, engineers and architects, suppliers and contractors, consultants, construction workers, our staff, the board and our neighborhood. This is a special moment for many of us as our long anticipated dreams have come true.
The development of NACHU Plaza has been a journey worthy walking. For over 18 years, NACHU bought an old colonial Bungalow that served as our headquarters; in which we share many good memories of laying a strong foundation to play a big role in housing delivery through provision of capacity building and technical and financial services to the housing co-operative sector and other co- operatives. After a number of years strategising on how to structure the funding for developing of the Plaza, in November 2014, we succeeded.
The foundation stone was laid and the main construction works started. We are glad that the building is now complete and occupied. Our thanks go to our Almighty God and all those who supported us in different capacities. NACHU is a leading affordable housing provider in Kenya, delivering strong growth in housing solutions to transform people’s lives. NACHU’s mission is to contribute to improved shelter and quality of life for modest and low income communities through access to capacity development, technical services and financial solutions.
NACHU being a national organisation with a growing footprint, ensures that it understands and works within the parameters of local conditions, managing all risks effectively. NACHU has the ability to swiftly redeploy resources to any strategic region within the 47 counties to meet clients’ requirements and to optimize all opportunities. Over the last one year, we have invested significantly in our institutional capabilities to drive our ambitious growth, customer and stakeholder’s excellence service. We remain focused on implementing our strategy in a dynamic environment, maintaining a strong stakeholder value focus and employing informed resource allocation that will ensure NACHU achieves its strategic initiatives.
NACHU’s future plans are anchored on the success of previous models that enabled us realize delivery of over 2,000 housing units in four years and facility financial and technical support to housing cooperatives to invest in the urban space through development of both rental housing and commercial development. Through this process, NACHU and the wider co-operative sector will deliver a target of 25 percent of the expected sector contribution to the Government’s Affordable Housing delivery strategy by year 2023 as part of the Big 4 Agenda of the Government to house Kenyans for economic development and prosperity. On behalf the NACHU Board, management and staff, I extend a very warm gratitude to all our stakeholders for their support. Investments such as this are a sign of confidence in the knowhow and expertise of our staff, and a call for continued excellence in our core business. This event is more than opening a building. It marks the beginning of a fresh phase, an expansion of facilities and intensification of efforts to render services to Kenyans. This building embodies innovation, which is the core of our business.
This is where the groundwork will be laid for transforming people’s lives through provision of affordable housing across the country. Indeed, the development of this Plaza bears a strong resemblance to the transformation of the Union over the past 32 years. From humble beginning as an NGO, NACHU has grown from its initial mandate of providing technical services, mainly architectural and quantity surveying, establishing itself as a leader in the provision of affordable housing solutions
As we share the joy of inaugurating the Union’s new home, we also embrace the shared vision and commitment by the Government of Kenya social programmes to promote long-term economic development for Kenyan citizens through its Big Four agenda: Provision of affordable housing, universal health coverage, enhancing manufacturing, and food security and nutrition.
NACHU has positioned itself in the delivery of the Big 4 Agenda directly in affordable housing, and indirectly among the other agendas. Already, over 2,400 units are at planning stage as flagship projects on this initiative. NACHU is cognizant of the reality that the housing deficit in Kenya requires a fundamental change in solutions approach. The housing deficit in urban areas has been on an increasing trend due to high population growth and the rural-urban immigration at the rate of 2.6 percent and 4.3 percent respectively, compared to a global average rate of 1.2 percent and 2.1 percent respectively. This has resulted in increased housing demand and created a deficit of more than two million housing stock. Housing ownership has faced a number of challenges in Kenya, key among them include:
• Low income levels and majority of Kenyans working in the informal sector. • Restrictive mortgage policy coupled with lack of long term funding in the market to match long term mortgage tenure.
• High cost of land, lack of affordable houses, high cost building materials, high incidental costs, and lack of housing infrastructure in areas where households have bought land.
• Poor saving culture among Kenyan households. The National savings per household stood at 12 percent of the GDP against the projected 20 percent of the GDP that is necessary for health economic growth. The Asian economic power houses of Malaysia and Singapore was 40 percent of their GDP.
• Poor Investment culture among Kenyan households. Kenya investment is currently at 20 percent of the GDP against 25 percent of the GDP needed for prudent growth and development.
The Kenya government recognises the critical role the co-operative movement plays in pursuit of the country’s social and economic frontiers, which are rapid economic growth, equitable and sustainable development. The Kenya government policy on housing has challenged the cooperative movement to deliver 25 percent of all housing stock in the country. It’s on this background that NACHU aims to act as an intermediary in strategic partnership across the co-operative movement aimed at accelerating the construction, production and commercialisation of affordable housing at large scale.
Already co-operatives have bought huge parcels of land in strategic areas. However, these co-operatives owned land are facing inadequate housing infrastructure such as roads, water, sewer lines and electricity. One of the major key initiatives to unlock housing in the Big 4 Agenda lies in the Government supplying off-site infrastructure to support house development in these areas. As the Union for housing co-operatives,
NACHU is mapping out these areas to negotiate with the Government for provision of required infrastructure. NACHU and its affiliates have housed thousands of low and middle income households in Kenya. These include youth in boda-boda housing co-operatives in Kitengela and Nanyuki towns. NACHU has provided affordable shelter to women and youth members doing business in the informal sectors and who previously lived in Kibera and Mukuru kwa Njenga slums in Nairobi County; Kwa Ronda in Nakuru; Nyalenda slum in Kisumu County; upgrading houses in Bombo Mkuzi and Kizimani in Mombasa; and teachers housing in Kakamega town. In conclusion,
I thank everyone who participated in the implementation of this enormous project: the builders, engineers, architects and members of staff. I recognise our financier – the Cooperative Bank of Kenya – for supporting this project to its conclusion. I will not forget the housing co- operatives and membership for their great financial support.

I'm deeply delighted to be associated with National Co- operative Housing Union Limited (NACHU) on the official opening of the ultra-modern NACHU Plaza, which houses its headquarters. I also extend my sincere congratulations to the NACHU board, staff and the entire NACHU membership and affiliates for this great achievement today, which will go a long way in boosting membership and investor confidence. Prudent investment decisions are key to the growth and prosperity of any business entity. Any wrong investment decision may break the organisation with serious consequences to the members. In this regard and taking into account the importance of investment, the State Department has developed investment guidelines for co-operative sector in Kenya. The objective is to help co-operatives to make prudent investment decisions to maximise returns and benefits to members. The investment guidelines are driven by the realisation that co-operatives are involved in multiple ventures and assets that include shares, deposits, savings, housing and real estate, manufacturing, processing, banking, mortgage financing, insurance and handcraft, among others. Diversification into non-performing assets has often stretched the management capacity of many societies, leading to their sub-optimal performance. They have tended to distort the societies assets portfolio, which mirror its overall performance.
I urge NACHU to use its intensive network throughout the country through its housing co-operatives to propagate the use of alternative building technology in Kenya. I also call upon Kenyans from all spheres of life to embrace the co- operative spirit and enhance savings and investments for development. I thank the leadership and the membership of NACHU and all housing co-operatives for working together to realise this project. The success of a co-operative is dependent on the leadership and loyalty of the members to their organisation. NACHU Plaza adds to the list of other co-operative owned landmarks in the prestigious Upper Hill area of Nairobi. The high population growth in urban areas and the rural- urban migration at the rate of 4.4 percent in Kenya has overtaken the government’s capacity to put up adequate housing and related infrastructure. This has resulted in increased housing demand and created a deficit of more than two million housing stock. The current annual demand is over 500,000 housing units, but unfortunately, the average annual supply is about 50,000 units in urban areas. Co-operatives are expected to play a crucial role in the provision of affordable shelter and bridging the gap in the housing finance market. In order to close this gap, it is necessary to adopt strategies and actions that are innovative and proactive. It is in this area that I wish to encourage NACHU to intensify its resource outreach to scale up the delivery of affordable housing to more Kenyans through the co-operative model.
As we all know, the co-operative sector in Kenya is the most developed in Africa, so NACHU and similar national co- operative institutions should take advantage of this in their development programmes. I take cognizance of the fact that NACHU has deliberately initiated housing projects targeting the youths in the boda- boda industry and women-led households that have for a long time been left out of the mainstream focus. The State Department for Co-operatives is aware of the fact that governance plays a very critical part in the growth and development of co-operatives. It’s for this reason that the Department will continue to promote ethical conduct and integrity reforms in co-operative societies through training,education, information and enforcement of prudential standards. I applaud NACHU for the effort in delivering NACHU Plaza through the support of its membership and financiers. Congratulations once again for this great milestone. Shukran.

It gives me great pleasure and joy to join the co- operative movement in the 92nd Ushirika Day Celebrations, whose theme is “Co-operatives for decent work”. I also wish to take this opportunity to congratulate National Co-operative Housing Union Ltd (NACHU) on the launching of NACHU Plaza tomorrow during the Ushirika Day celebrations. NACHU is a Union for all housing co-operative societies in Kenya.
The Constitution of Kenya under article 43 (b) clearly provides for access to adequate housing with reasonable standards of sanitation as a social and economic right to all Kenyans. Further, the World Bank (2017) study confirmed the potential of co-operatives to solve housing needs in Kenya if given the necessary incentives and enabling environment. Under the Housing Policy, co-operatives are expected to greatly contribute the delivery of housing stock in the country.
In this regard, the government recognises the critical role being played by NACHU since its inception as a leading affordable housing provider through primary co-operatives in Kenya. In the last three years, it has delivered over 2000 decent housing units for low income earners in different parts of the country.
This has contributed significantly towards the Affordable Housing pillar of the Big Four Agenda. Co-operatives address the housing needs across the whole pyramid of households in Kenya – from the poor in the slum areas to the very rich in the up market areas. Hence, they are the best vehicle to address equity in the country. They have the capacity to lower the cost of construction through economies of scale because of the large membership, which can mobilise enormous savings for housing investments.
On our part, the Government, through the Ministry of Industry, Trade and Co-operatives, will continue to provide a conducive policy, legal and regulatory environment for housing co-operatives to operate in. The National Co- operative Policy will go a long way in providing a framework that will encourage formation of housing co-operatives in Kenya as the best avenue of accessing affordable housing. I therefore wish to take this opportunity to thank the NACHU leadership for their stewardship of the Union, that has seen them achieve a milestone today. As a ministry, we will always be ready to partner and work with the Union and its entire membership and affiliates to unlock the potential of Kenyan people. Thank you.

2. Incremental Affordable Housing: This is a specific product that has been designed and packaged for provision of affordable housing. It adopts the incremental housing concept, which makes it unique in its delivery. The target clients for this particular product are co-operatives and its membership, investment groups (chamas), other co-operatives and individuals. The savings requirement is a minimum of 20 percent. Affordability appraisal should be conducted during the pre and post- cooperative training to prepare the clients on the product.
3. Group commercial: This is a product that is designed for groups engaging in real estate or small to medium size commercial building in urban centres. The target clients for this product are housing co-operatives, (investment groups). d. Co-operatives and the individual members, other co-operatives and investment groups.
4. Infrastructure and services: This is a product that is designed and packaged for the housing co-operatives, investment groups and members of PHCs who have already accessed land or housing loan from NACHU or any other institution. It is designed to finance infrastructural developments like fencing, sinking of boreholes, power connection/green energy installation, paving, roads, green houses/urban agriculture etc. The deposit requirement is 20 percent upfront. The maximum repayment period is two years (24 months).
5. Site and Serviced Plots: This product is designed for clients who want to finance an already subdivided plot. The plot must have a valid title, which will be the collateral for the loan. The savings requirements are a minimum of 20 percent savings deposit, which should be paid upfront. The repayment period should not exceed 36 months (three years). This product has a three-months moratorium.
6. Individual based Housing Loan: This is a loan granted for the purpose of incremental construction or for completing a new individual house. The savings requirement for this product is a minimum of 20 percent, which should be paid upfront. The repayment period is a maximum of 10 years (120 months).
7. Housing Rental Products: This is a product designed to target housing co- operatives and its members with an already existing project that has a regular rental income that should be able to repay the loan. It’s designed to help expand existing rental property. Investment groups are also a target client in this product if there is a proven ability to repay the loan, as well as individuals with existing premises that generate a regular rental income enough to repay the loan. The leverage for this product is Current Rental Income and the Current Asset/Collateral.
8. Co-operative Partnership Housing Project: NACHU acts as a technical and financial intermediary organisation to form strategic partnership with cooperatives and other investors aimed at accelerating the construction, production and commercialization of affordable housing at a scale. On this arrangement, the co-operative must provide land and guaranteed off-take.
9. Affordable real estate houses: NACHU also develops quality affordable homes to co-operative members and other Kenyans at a price range of Kshs. 1,000,000–6,000,000. NACHU adopts various partnership strategies to engage all the stakeholders for their input in the affordable housing value chain. These interventions are aimed at ensuring affordability (lowering cost of build and ownership of homes to Kenyans).

NACHU’s mission is to contribute to the improvement of shelter and quality of life through the provision of education and training, technical and financial services on a sustainable basis.
NACHU Historical Context
After Kenya’s independence in 1963, housing development was mainly done by the government and local authorities with little or no citizen participation. The 1969 Kenya National Housing Policy was in favor of the middle income housing and did not provide any strategy for the urban poor. A need therefore arose to create a vehicle that would fill the gap for the provision of low income housing with pro-poor initiatives and the human rights based approach. In this regard, a number of civil society organisations, community based organisations and international development partners in collaboration with relevant government ministries spearheaded lobbying for the establishment for a national body that would be community based. The team agreed to use the housing cooperative model to address these housing gaps and the National Cooperative Housing Union (NACHU) was therefore registered in 1979 under the Cooperatives Societies Act Cap.490. It however started its operations in 1987 and its mandate has been to empower low and modest income communities and in particular the urban poor in order to realize adequate housing and quality of life on a sustainable basis
